A leading Rochester soccer official. Fowler was president of the Northwestern New York state association from 1951 to 1961, and he also served as president and treasurer of the Northwestern Inter-city League and secretary of the Northwestern New York state association. Played at the senior level until his retirement in 1948. The husband of fellow Hall of Famer Margaret Fowler. Inducted in 1970.
