A New York soccer official. Donnelly was president of the National Soccer League of New York from 1966 to 1971, president of the Eastern New York Senior Soccer Association from 1972 to 1977, and president of the Cosmopolitan Soccer League (formerly the German-American Soccer League) from 1983 to 1985. Also served in USSF positions, as chairman of the Appeals Committee and a member of the USSF delegation at the 1988 Olympic Games. Inducted in 1989.
