St. Louis referee and administrator in the 1940s and ’50s. Moore refereed in St. Louis leagues for 17 years after retiring as a player in 1939 and served as president of the St. Louis Referees Association. Was chairman of the Missouri Soccer Commission and represented that organization at USSFA conventions 20 times. Involved in the formation of the St. Louis Major League in 1947. Inducted in 1971.
