Secretary of the Eastern Pennsylvania state association from 1914 until his death in the 1940s. Palmer, who was born in England and emigrated to the United States in 1908, also served for many years as secretary of Philadelphia’s Allied Amateur Cup tournament and on various committees of the United States Football Association. He was chairman of the USFA’s finances committee. Inducted in 1952.
